Akismet has an API, so why can't it be used to filter form spam outside wordpress?

Short answer: No reason at all.

I dont think we will ever have a complete answer to the spam problem, but we certainly can implement little things like this, and deploy other ideas at higher levels (like at the server level) and just pose as many obstacles as possible to spammers.

This test is underway now.

Its a pretty cool stuff. We have implemented this feature to check the spam leads in client center.
