I also encountered programmers who tries to say "I don't know" and try to push the work to the seniors/leads. If they don't take that challenge how can they grow and make the organization grow?!?!
And its funny when programmers say that "its working fine in my computer/laptop". Well, they failed to understand that the program is not meant to work in their system alone. If they understand this, then they can clearly focus on the issue to fix it.

In terms of how we handle problems this is one of the best posts I have found in a very long time!
Whether you are a designer or programmer or someone working in the SEO industry, being the best you can be and always thinking long term is always going to get you further ahead.
If someone has a problem or a bug that you can't figure out, then you need to put more time and effort into it. Think out side of the box and think through each scenario the best that you can.
