Google is a publisher, and its goal is to maximize the search, clicks and the cost of those clicks. Where as, an advertiser's goal is to maximize the number of clicks, conversions, profit per click and minimum cost per click. Both parties incorporate at least 43 signals that value and satisfy the search and searcher.
