Yes we must be regular & active then only our profile will have value i.e. PR. Also our Google plus profile must be linked from other sites so that the PR will increase. If your Google plus PR increases then your author rank also will increase. The author of the post have clearly stated how PR of a Google plus profile is directly proportional to ranking of a post in Google.
