Google has made a conscious decision to make certain violations “more visible,” so you may get more messages about being in bad link networks.

Yes, that is prior to Penguin 1.0, nowadays too Google starts to send these kind of messages, some of my friends complained about it...., and I heard the news that there is going to be Penguin 2.0 on early second week of September, So, Google starts to track unnatural links again...
