Google looks at a combination of three signals (links, social, user actions) and how those signals support each other to build the organic result set.

Yes it is. I had noticed that the sites which get backlinks from their relevant theme sites get better SERP quickly at the same time such sites do ensure that their On-Page SEO too applied perfectly
